The core problem is that AI governance is a graph problem, not a document problem. Regulations reference each other. Risk factors compound across organizational layers. Compliance requirements from GDPR, the EU AI Act, ISO 42001, and sector-specific directives (DORA, NIS2, MDR) overlap and interact in ways that flat document checklists cannot model.
Our analysis of EU AI Act compliance requirements found 14 cross-regulation dependencies between the AI Act and GDPR alone — points where compliance with one regulation requires specific actions under the other. Traditional governance tools miss these interdependencies entirely.

The three pillars are complementary, not competing. ISO 42001 tells you how to organize. NIST AI RMF tells you how to assess risk. The EU AI Act tells you what the law requires. Together, they form a complete governance system.
3. ISO 42001: The Management System Foundation
ISO/IEC 42001:2023 is the first international management system standard for artificial intelligence. 4. NIST AI RMF: Risk Assessment Methodology
The NIST AI Risk Management Framework (AI RMF 1.0, January 2023) provides a structured methodology for identifying, assessing, and managing AI risks. While developed by a US agency, it is widely adopted in Europe as a practical complement to the EU AI Act's requirements.
Four Core Functions
GOVERN
Cultivate a culture of risk management. Establish policies, processes, and accountability structures. Map to organizational roles and governance bodies.
MAP
Contextualize AI system risks. Understand the operational environment, stakeholders, potential impacts, and legal requirements specific to each AI system.
MEASURE
Analyze, assess, and quantify identified risks. Use appropriate metrics, tests, and evaluations. Track risk levels over time.
MANAGE
Prioritize and act on risks. Implement mitigation strategies, monitor effectiveness, and communicate risk posture to stakeholders.

5. EU AI Act: Legal Requirements Baseline
The EU AI Act (Regulation 2024/1689) sets the legal floor for AI governance in Europe. Any governance framework that does not satisfy these requirements is legally insufficient, regardless of how comprehensive it may be otherwise.

6. Graph-Based Governance: Beyond Document Compliance
Traditional AI governance relies on documents, spreadsheets, and checklists. This approach has a fundamental limitation: it cannot model the interconnected nature of regulatory requirements.
Consider a practical example: Article 10 of the EU AI Act (data governance) requires "relevant, representative, free of errors, and complete" training data. But data quality is also governed by GDPR Article 5(1)(d) (accuracy), GDPR Article 25 (data protection by design), and potentially sector-specific rules like MiFID II (financial services) or MDR (medical devices). The result is verified by cross-validation between agents, achieving the 99.7% accuracy benchmark on the MultiGov-30 evaluation set.

The TAMR+ (Trust-Aware Multi-Signal Document Retrieval) methodology is protected under European Patent EP26162901.8 (18 claims).
